Local Government Division Director

  • Oversee day-to-day operations of the Local Government division which includes managing a staff of approximately 45 employees
  • Responsible for administering New Mexico’s Community Development Block Grant (CDBG) program, the Local DWI program, the Enhanced 911 program, as well as providing financial oversight of New Mexico’s 137 counties and municipalities
  • Upon the suspension of the City of Sunland Park’s Finance Director and Purchasing Agent, assumed their duties and the responsibilities for overseeing the City’s finances
  • Advise the Governor and the Department Secretary on community and economic development, local government financial, and local DWI issues, as well as capital outlay for local governments
  • Serve as the Department Secretary’s designee on the Community Development Council, the Tribal Infrastructure Board, and the Water Trust Board

  • Returned to Rio Rancho at the request of the RREDC President to develop a proposal to Sandoval County to provide countywide economic development services

Texoma Council of Governments (TCOG), Sherman, TX                            May 2009 – Feb 2011
Government Services Director

  • TCOG is a voluntary association of three counties, 36 cities, school districts, chambers of commerce, and economic development organizations within the three-county area
  • Oversaw the staff working on the COG’s 9-1-1, GIS, Economic Development, Criminal Justice, Homeland Security, Municipal Solid Waste, and Transportation programs
  • Lead the successful process to rewrite the COG’s bylaws, bringing them into compliance with state law and increasing the efficiency of operations
  • Managed grants from the EDA, TX Department of Transportation, and the TX Department of Rural Affairs
